Natural Family Planning, or How Fosgood Finally Got Pregnant | The ...

So, I was finally ready to get pregnant. This was pre-internet so I actually had to find books on the subject or talk to people for information. I decided to try natural family planning to optimize the chances by tracking when I was most likely to be ovulating.

For those of you not familiar with this method, it has been around for centuries and is the only one approved by many religious organizations who forbid any other method of contraception. The premise is that by charting your cycle using a calendar and the change in cervical mucus and temperature, you are able to predict when you ovulate and can abstain from intercourse during that time. So armed with my new thermometer and fertility tracking chart, I got to work. Every morning for months, I would grab for the thermometer as soon as I was awake enough to remember and diligently record my morning temp on my chart. In theory, your body temp goes up a bit before you ovulate and stays that way until your next period. This never seemed to happen, but I did discover that my waking temperature, even in Florida, was about 95 to 96 degrees. No wonder I fell in love with the warmth of Florida when I visited from upstate New York during spring break in February. I?m just a few degrees above qualifying to be reptilian.

I also checked my cervical mucus every morning ? a process not for the squeamish. Besides stirring your finger around inside your vagina gathering mucus, you then have to examine the product between the inserted finger and another one to check the consistency. Here?s what our Planned Parenthood pamphlet Tracking Your Fertility Pattern to Prevent Pregnancy?has to say:

??Normal mucus is cloudy and tacky. It will become clear and slippery a few days before you ovulate. It will also stretch between your fingers. This happens on your most fertile days. These will be the tacky and cloudy and wet and slippery days after your period.?

Apparently my cervical mucus is also abnormal. I could rarely see that drastic a change and my husband got really tired of trying to help me decide if my mucus was cloudy, tacky, clear or sticky.

Despite my best efforts and 11 months of careful notes and charting, no pregnancy. Inching my way into my thirties at a time when 35 was considered old to begin a family, I became a bit panicky and decided to visit a fertility specialist. Since my husband was even more ancient than myself and heading into his mid-forties, we figured maybe his sperm count was the problem ? turns out his count was about double what was normal. After carefully examining my charts, the doctor suggested we have more sex earlier in the month. We had been saving ourselves for the middle of the month around day 14 just to make sure we had a full load when I was most likely to ovulate. But the very next month, despite my husband claiming I was trying to kill him, we conceived.

On the other hand, one of my midwives had used this method to prevent pregnancy. She had even abstained the entire week before when she was supposed to be in ?the danger zone? since she already was the mother of 3 and not planning any more. By the time I delivered, she was 5 months pregnant with number 4.

Before you rely on this method, which is reported to be 74 ? 99% effective, ask yourself, ?How much do I want to become pregnant?? If the answer is absolutely not, I would strongly suggest you look for a more reliable method.

Stay away from cigarettes, coffee, and dark tea. You may enjoy these things, but they'll do more harm than good when they stain your teeth. Drinking through a straw, or covering your teeth using your lips is a must when drinking coffee or tea. Don't forget to brush your teeth afterwards. Tea, tobacco, and coffee are the culprits behind much of the staining that individuals experience.

If you do not want discolored teeth, brush right after eating your meal. A lot of foods or drinks can stain your teeth if they are not cleaned right away. This definitely holds true for coffee, which is notorious for staining teeth.

Chase drinks that cause stains with water. Coffee, tea and some alcohol can stain your teeth, so drink water afterwards. Another recommendation is to try using a straw when drinking dark-colored drinks.

Follow a healthy diet consisting of raw fruits and vegetables. The more processed foods you eat, the more likely you are to end up with cavities and discoloration. Stay away from these kinds of food to ensure your teeth are healthy and at their whitest. You should also avoid snacking all the time if you want a nice smile.

One way to get your teeth looking whiter is to brush your teeth with strawberry juice. This acidic juice will soften the enamel of your teeth, allowing you to remove a lot of the discoloration on your teeth. The method mentioned is an incredibly inexpensive route to whiten your teeth and strengthen your enamel.

As was stated before, teeth whitening can do wonders for your life by boosting your self confidence. Being able to smile freely and have teeth that you're proud of can make all the difference in your life. If you apply these simple methods, you'll see how easy it is to get a great smile and beautiful, white teeth.

For-profit schools jump to enroll military spouses

MIAMI (AP) ? "Unleash the dog trainer inside you," urges an ad for the online Animal Behavior College, which makes no bones about whom it's trying to recruit. In television and online ads, it speaks directly to military spouses. The message: You may be able to attend for free.

The ads are working. In three years, 2,255 military spouses have enrolled, and the college has collected more than $2.7 million in taxpayer-funded spousal education benefits from the Pentagon ? among the most of any school in a program called the Military Spouse Career Advancement Accounts, or MyCAA.

But three years into the MyCAA program, concerns are growing that it's been caught up in a broader gold rush by for-profit colleges to recruit students with military ties and cash the taxpayer-financed tuition checks they carry with them

As the Iraq and Afghanistan wars began winding down in recent years, Congress passed a series of substantial education benefits. The best-known was the post-9/11 version of the G.I. Bill, which updated the original version that put much of the post-World War II generation through college and helped fuel the country's postwar economic prosperity.

MyCAA was a small part of that broader effort, created by the Pentagon to support military wives and husbands. The benefit was seen as long overdue, considering the strains spouses endured during the wars and their high rates of unemployment. It was also a retention tool; by giving spouses a career boost, families might have more stability to stick with a military career.

But MyCAA has become particularly worrisome. Overall, 60 percent of federal education money for military wives and husbands has gone to for-profit schools, compared to 38 percent for the G.I. Bill in the 2011 fiscal school year. Neither program requires schools to be accredited; they only need to be approved by a state agency. And the Pentagon isn't tracking how many MyCAA beneficiaries have earned a degree or found employment.

"The Department of Defense is not doing enough to really oversee this program," said Sen. Tom Harkin, D-Iowa, chairman of the House Education, Labor and Pensions committee, which raised concerns about MyCAA in a recent report.

Another concern: Academically, the military spouse benefit is more limiting than other military education benefits including the GI Bill. It can be used only to pursue an occupational credential or an associate's degree, not a bachelor's or graduate degree. That keeps costs down, but sends a grating message to some, especially after the program ? originally open to all military spouses ? was limited to the wives and husbands of junior service members.

"I know many spouses who are junior ranks who want to achieve something more than an associate's degree," said Bianca Strzalkowski, a Marine Corps wife named "Military Spouse of the Year" in 2011 and who has traveled around the country speaking about education issues.

Strzalkowski said there has been an outcry among spouses over both MyCAA's restrictions and its lack of oversight.

"We usually have the same exact aspirations in life as our service members," Strzalkowski said. "The same skill set. If you are going to hold them to a certain standard, hold us to the same standard and make it an effective program."

The Animal Behavior College was started in 1998 by Steve Appelbaum, who previously ran a nationwide dog training business. Students start off with online readings and written assignments, and then are assigned by the school to an externship, with either a mentor dog trainer or at a veterinary hospital in their community.

Appelbaum said the model is a natural fit for military spouses because it can be done from anywhere. The program costs about $3,000; military spouses comprise less than 25 percent of their total business, he said.

"It's still a good chunk of students but it's certainly not what the school is living on," Appelbaum said.

Prisca Crisp, 25, used MyCAA to enroll in the school's dog training and veterinary assistant programs and graduated in 2010. Since then, she's approached six different animal hospitals looking for employment but has not found a job in the field.

"I've been going online and posting my resume everywhere," Crisp said.

Twenty-five percent of military spouses are unemployed, about three times higher than for the general population, according to the Department of Defense. Most want to work, but holding a steady job is challenging. Military families move frequently, leading to short-term employment and gaps in resumes. And some career fields can be harder to continue in certain parts of the country.

Pursuing a college degree can be just as challenging. Strzalkowski herself has enrolled in five different colleges since 1999, starting at a new school each time her family was transferred, and often finding her previous credits weren't accepted.

"I have taken an intro to business course at three different schools," she said.

The MyCAA program is designed to help spouses find a "portable" career ? a job in a high growth, high demand industry with likely openings no matter where they are stationed. That can include everything from baker or cosmetologist to mechanic or librarian.

Three years in, more than 3,000 schools have been approved to receive MyCAA dollars and 147,432 spouses have enrolled in courses. Department of Defense figures indicate course persistence is quite high: Spouses successfully completed 87 percent of the courses they were enrolled in during the 2011 fiscal year. However, the Pentagon doesn't yet know how that translates into degrees and certificates awarded, or job placement rates.

"You have to assume, I guess, and maybe this is wrong, but those that are using the funds for an occupational license or credential, that's what the funds are actually used for, to obtain that license or credential," said Aggie Byer, director for military spouse education at the department. But, she said, a thorough review is under way.

Part of the reason why there isn't data on outcomes like number of degrees granted and graduation rates is that many of the programs are not overseen by the U.S. Department of Education. Because schools like Animal Behavior College do not collect Title IV financial aid from the government, they are exempt from outcome-tracking as well as other federal regulations designed to protect students.

Harkin noted military spouses have just one chance to receive the benefit, and could be left at a significant disadvantage if, for example, they later try to transfer to a two- or four-year college degree program and find their credits aren't accepted.

"This money really should be used to help these spouses to go community colleges, for example, or to get a quality online program that is approved and accredited," Harkin said.

For spouses like Ivanna Fernandez, whose husband is in the Air Force and currently deployed in Qatar, the MyCAA benefit is one of their only opportunities to get some form of higher education paid for by the military.

The 20-year-old Florida native has moved twice with her husband, working odd jobs and caring for the Cavalier King Charles Spaniel puppy her mother-in-law gave her as a wedding gift.

Last year, she went online to search for a dog trainer school. The Animal Behavior College was the first result that popped up. The school's website prominently displays information on how military spouses can apply.

"They leave a little box for you to put your number in, and someone calls you almost within the next 10 minutes," Fernandez said.

Appelbaum, ABC's founder, said the school had not applied for Title IV approval because the relatively low price means most students don't need to take out financial aid to attend. The only approval the college has received is from the California Bureau of Private Postsecondary Education, which does a review of the school's financial resources, faculty, and enrollment agreements, said Russ Heimerich, spokesman for the California Department of Consumer Affairs.

Appelbaum said the school discloses to students that neither a dog training nor a vet assistant certificate is needed to pursue a career in either field. He said a certificate nonetheless helps open doors when seeking employment.

"If you spend 100 hours working at veterinary hospitals, assuming you don't get hired at that hospital, you are going to have a much easier time getting hired than if you just walk in off the street," he said.

Crisp, whose husband has been deployed to Iraq and Afghanistan, said the hospital where she did an externship wanted to keep her on staff but wasn't hiring at the time. She was told she'd get a call back but never did.

In the meantime, she's been working as a pharmacy technician, a field in which she earned a certificate from a community college before claiming her MyCAA benefit. She is doing some dog training on her days off and still has hopes of finding full-time work in the field.

"I just don't want to give up just yet," she said.

Others have had more luck. Sarah Casey, a military wife living near Seattle, found a job at a dog training and daycare facility within two months of moving to her family's current post. She had prior experience working at dog kennels and vet clinics, but still thinks getting the certificate was helpful.

"I gained a lot of knowledge," Casey said.

Fernandez was pleased with her course at ABC, but said she was never told that a certificate wasn't necessary to pursue a dog training career.

"I wasn't aware of that," she said. But, she added: "I wouldn't be able to be a dog trainer, though, without the program."

Fernandez is putting her hopes into making dog training a sustainable career. She's currently shadowing a mentor dog trainer assigned to her by the school and later plans to volunteer at a shelter. College isn't out of the question ? but for that, she'll have to find money elsewhere.

After exhaustive study, and this is no small thing, being new to Texas and having to bone up on everything as a noob, and knowing full well I am a noob so may be making some glaring errors ? point it out please before Tuesday if I am ? I have come to conclusions about Republican candidates in upcoming primaries.

It?s important to do this because voting is next Tuesday and I figure it doesn?t do a whole hell of a lot of good to send someone to Washington as president if you don?t also send other people to DC that will back him up. And that means state support too. Because one of the big conflicts between federal and state government is the clash of federal power with state power. Don?t believe me? Look at all those medical marijuana facilities getting raided by the feds. Cancer patients can do medical marijuana in California, according to California state law. But the feds keep breaking down doors anyway. Not to mention since I?m shoving for a return of state power, well, maybe I better get cracking on what?s happening in the state. Sheesh. So many politics. So little time.

Granted, the guy being appealed for by his attorneys appears to have been a real monster who had already lost two appeals, but this sort of response is not necessarily what you want sitting on the bench if your loved one, or you, are on death row.

Halladay's sore shoulder not new

After leaving Sunday?s game after two innings due to a sore shoulder, Roy Halladay said the pain dates back to Tuesday?s outing, a loss to the Nationals.

KITTERY, Maine (AP) ? Investigators have begun their damage assessment and investigation following a fire aboard a billion-dollar nuclear-powered submarine being overhauled at Maine's Portsmouth Naval Shipyard in a dry dock.

A shipyard spokeswoman says the USS Miami was ventilated to remove smoke Friday and people were allowed into the fire-damaged forward compartments.

U.S. Sens. Susan Collins of Maine and Jeanne Shaheen of New Hampshire say the Navy has dispatched three investigative teams to the Kittery shipyard.

The fire started Wednesday night. It damaged several rooms, including the command and control center, but spared the sub's nuclear propulsion.

It's not yet clear whether the sub can be salvaged or what caused the blaze.

The USS Miami cost about $900 million when it was built. The newest attack subs are about $2.6 billion.

He noted that many studies have shown that up to one third of the women taking placebo rather than medication yet to see their symptoms disappear. This is an improvement greater than that seen with placebo in most medical studies, but researchers still do not understand why the effect is so great.

The group issued a report concluding that many women go through menopause with few symptoms and without hormone therapy, women with more severe and debilitating symptoms of menopause should use hormone replacement drugs.

Many students have started another degree before switching to medicine, or participate in programs next to the entrance, where he completed a Bachelor of Science in full before starting their degree in medicine.

PHILADELPHIA (CBS) ? MIB is no longer MIA.

The Men in Black franchise insinuated its way so completely into our collective pop-culture consciousness that we recognized its nickname as soon as it was coined.

Yet there were only two installments, and the last one was a decade ago.

Men in Black (1997) and Men in Black II (2002) were entertainingly deadpan science-fiction comedies that rested squarely on the underlying assumption that illegal aliens ? the kind from outer space ? were living in our midst disguised as earthlings.

This time Agent J must travel back in time ? to 1969, the Age of Aquarius ? to stop revenge-minded Boris the Animal, a one-armed, hirsute alien who has escaped from a lunar prison (played by Jemaine Clement), from assassinating Agent K, who feels he should have killed Boris rather than just maiming and jailing him as a result of their encounter at Cape Canaveral during the launch of Apollo 11.

What?s at stake could be something as momentous as an alien invasion and the dooming of the entire planet.

Josh Brolin steals the film with his rendering of Agent K as a younger incarnation in a parallel universe; Emma Thompson is Agent O, J and K?s boss; Michael Stuhlbarg is a crucial alien clairvoyant called Griffin; and Bill Hader pops up effectively as Andy Warhol (hey, it?s 1969, remember?).

Veteran comedy director Barry Sonnenfeld (MIB, MIB II, The Addams Family, Get Shorty, Wild Wild West) not only includes well staged action sequences but organizes his playful special-effects lark around the touching relationship between J and K, and even adds a dash of sentiment and nostalgia as he builds to his surprisingly poignant ending.

The script by Etan Cohen and David Koepp ? based on the Malibu/Marvel comic book series ?The Men in Black,? by Lowell Cunningham ? trots out the overused time-travel notion but makes it work.

And Rick Baker contributes creature designs and makeup effects that remain stimulatingly amusing.

Smith, in his first star turn on the big screen in four years, fits smoothly back into one of his signature roles, and Jones gets only a modest amount of screen time.? But Brolin?s visual and vocal impersonation of a younger Tommy Lee Jones, capturing the dour and tight-lipped Agent K opposite Smith?s outgoing and exuberant K, is an uncannily precise hoot.

So we?ll neuralyze 3 stars out of 4 for a droll-and-funky-is-that-a-monster-or-a-monkey sc-fi comedy threequel.? Men in Black 3 mixes a martini of giggles and thrills without ever becoming alien to us.

Romney promotes education agenda, defends Bain

WASHINGTON (AP) ? Originally planning to focus on education, Mitt Romney instead reignited the debate over his business credentials on Wednesday, welcoming scrutiny of the private equity firm he co-founded and declaring he's a far more qualified steward of the economy than President Barack Obama.

At the same time, Romney said that if he wins the White House, he wants Congress to delay addressing looming tax increases and spending cuts until after he takes office.

"Right now we have an economy in trouble, and someone who spent their career in the economy is more suited to help fix the economy than someone who spent his life in politics and as a community organizer," Romney told Time magazine.

The comments ? the first since Obama personally questioned Romney's experience at Bain Capital ? largely overshadowed a Washington speech that offered the presumptive Republican presidential nominee's first extensive plans for the nation's education system. Romney, who has been reluctant to stray far from the economic issues at the core of the presidential campaign, charged that Millions of American children are getting a "third-world education" under Obama.

"And America's minority children suffer the most," Romney declared. "This is the civil-rights issue of our era. And it's the great challenge of our time."

He continued: "President Obama has made his choice, and I have made mine. As president, I will be a champion of real education reform in America."

Five months before Election Day, Romney is working to add meat to his prescriptions for some of the nation's most pressing problems. He has offered few details so far on foreign policy, health care and education, following a playbook that heaps criticism on the Democratic president's policies but offers only a vague road map for what he would do differently.

Romney told Time magazine that if he wins the presidency, he wants Congress to wait until he takes office to deal with the so-called fiscal "cliff" on Jan. 1, 2013, when two rounds of tax cuts expire and automatic spending cuts to defense and domestic programs kick in. In the interview, Romney suggested that he was open to a temporary measure to keep the economy going until he had a chance to shape a "permanent" solution.

Romney also said that heading off the looming tax hikes and spending cuts could be done in a piecemeal way. House Speaker John Boehner, R-Ohio, has suggested he wants a fiscal "grand bargain" to address the country's ills.

Government analysts say that current fiscal policies, if unchanged, would likely cause a recession.

The former Massachusetts governor defended his work in the private sector in the interview, but he initially struggled to identify specific skills or policies he learned at Bain that would help him create an environment in which jobs would be created. He later identified trade, labor and energy policies.

"I happen to believe that having been in the private sector for 25 years gives me a perspective on how jobs are created ? that someone who's never spent a day in the private sector, like President Obama, simply doesn't understand," he said.

Asked whether he'd welcome a focus and debate on his career at Bain, Romney said: "Well, of course. I'd like to also focus on his record."

Romney's intended focus on Wednesday, however, was education. He outlined a voucher-like plan to let low-income and disabled students use federal money to attend public schools, public charter schools and, in some cases, private schools. Federal funds could also be used for tutoring or digital courses.

The proposal is line with GOP reforms aimed at giving students more educational choices. But it's unclear how schools in areas that depend on the federal funding would fare.

The proposal is not expected to include any new federal money for education, but it represented his most detailed plans to date on what he called a "failing" education system.

The issue is a key concern for most Americans. Education has ranked in the top three of importance in the AP-GfK poll for the last two years; 84 percent of Americans said education was an extremely or very important issue to them personally in the most recent survey in February.

Romney aggressively criticized the president's connection to teachers' unions, suggesting that his dependence on organized labor's campaign donations have prevented him from improving the system.

"The teachers' unions are the clearest example of a group that has lost its way," Romney said. "The teachers' unions don't fight for our children."

His argument carries some risk. His regular criticism of labor unions, in particular, threatens to alienate voters in Rust Belt states like Michigan, Ohio and Pennsylvania, where a close election may be decided.

Obama's campaign said the budget Romney signed into law as Massachusetts governor cost 14,500 teachers, librarians and school police officers their jobs.

"Not exactly the record of a job creator," campaign spokesman Ben LaBolt said. "Mitt Romney gave a vague, detail-free speech this morning on education and confirmed, as if there were any doubt, just how far back he would take us."

The day before the speech, Romney announced a team of education policy advisers that includes former Education Secretary Rod Paige and other officials from President George W. Bush's administration. Paige is among several prominent opponents of teachers' unions on the panel. As education secretary in 2004, he labeled the National Education Association a "terrorist organization."

Romney's positions on education have evolved over time. He once supported the Bush-era education overhaul known as "No Child Left Behind," but he has since generally come out against the policy many conservatives see as an expansion of the federal government.

The plans he unveiled Wednesday would strip the teeth from the law that punishes poorly performing schools. But he said he supports "straightforward public report cards" to evaluate schools.

Despite his criticism of Obama, the president has embraced some reforms that started as Republican ideas, according to Michael Petrilli, executive vice president at the Thomas B. Fordham Institute, a Washington-based think tank.

Through their "Race to the Top" competition, for example, they have encouraged states to lift caps on the number of charter schools, a policy that Romney supports as well.

"It doesn't leave a lot of room for Mitt Romney to draw contrast with President Obama," Petrilli said.

The Obama campaign responded by releasing comments from a series of Republicans ? high-profile Romney supporters Virginia Gov. Bob McDonnell and Indiana Gov. Mitch Daniels, among them ? praising Obama's education policies.

Iran nuclear talks snag over dueling demands

BAGHDAD (AP) ? Iran and six world powers exchanged dueling proposals Wednesday in a tug of war over Tehran's nuclear program that pits international concerns about the Islamic Republic's potential to build atomic weapons against enforcing crippling sanctions on its people.

The daylong back-and-forth in Baghdad focused largely on whether the current enrichment level of Iran's uranium production is a red line the U.S. and other powers will not permit for fear it could become warhead-grade material.

Western negotiators presented a package combining new and old proposals offering Iran medical isotopes, some nuclear safety cooperation and potentially spare parts for civilian airliners. In exchange, Tehran would stop its 20 percent enrichment levels as a first step, according to a Western diplomat involved in the talks. The diplomat spoke on condition of anonymity to discuss the negotiations more candidly.

Iran brought a potent bargaining chip to the table, tentatively agreeing on the eve of the negotiations to allow U.N. inspectors into a military complex suspected of conducting nuclear arms-related tests.

The gesture was an attempt to head off painful July 1 sanctions on its oil exports to lucrative European markets. U.S. and European measures have targeted Iran's oil exports ? its chief revenue source ? and effectively blocked the country from international banking networks.

But diplomats from the six world powers refused to considered the sanctions as a relevant part of the impasse.

A member of Iran's negotiating team, who spoke on condition of anonymity to discuss the sensitive talks, predicted negotiations would continue Thursday.

The talks are seen only as a small step forward in a delicate negotiating process that likely will unfold over months. That would likely bring objections from Israel, which claims that Iran is only trying to buy time to keep its nuclear fuel labs in full operation.

But a delay could allow U.S. and European allies to tone down threats of military action ? despite calls Wednesday from a hawkish alliance of U.S. senators who urged negotiators to take a hard line against Iran "to leave no doubt that the window for diplomacy is closing."

"The Iranian regime's long record of deceit and defiance should make us extremely cautious about its willingness to engage in good-faith diplomacy," Republican Sens. John McCain and Lindsey Graham, and Independent Joe Lieberman, wrote in Wednesday's editions of The Wall Street Journal. "The U.S. must be prepared, if necessary, to use military force to stop Iran from getting a nuclear-weapons capability."

The Baghdad meetings opened with the so-called 5+1 group ? the permanent U.N. Security Council members, the United States, Russia, China, Britain and France, plus Germany ? putting forward a proposal apparently aimed at reining in Iran's highest-level uranium enrichment. Many world leaders fear the uranium, enriched to 20 percent, could quickly be turned into weapons-grade material. Other details of the plan were not immediately disclosed.

"We hope the package that we put on the table is attractive to them so they will react positively," Mike Mann, spokesman for the head of the European Union delegation that is leading the talks, told reporters. "It's up to them to react."

He also suggested that any rollback in sanctions was unlikely in the Baghdad talks, calling them a "matter of the law and they will come into force when they come into force."

Hours later, Iran put forth a counterproposal that includes "nuclear and non-nuclear issues," according to the member of its negotiating team. The official would not discuss details of the plan but said it was to be discussed in private meetings with diplomats from the European Union and China, an Iranian ally.

Iran's top officials, including Supreme Leader Ayatollah Ali Khamenei, have repeatedly said that Iran does not seek nuclear arms and have called such weapons against Islamic principles.

During a visit to western Iran on Wednesday, President Mahmoud Ahmadinejad evoked Khamenei's belief that "production and use of weapons of mass destruction is forbidden" by Islam.

"There is no room for these weapons in Iran's defense doctrine," he said at a gathering to commemorate victims of Iraqi chemical weapons during the 1980-88 war with Saddam Hussein's Iraq.

Even so, Iran is sticking to its right to enrich uranium as a signatory of U.N. nuclear treaties. The high-enriched uranium is far above the level needed for energy-producing reactors, but is used in medical research. Iran claims its nuclear program is only for electricity and medical applications.

Earlier this week, Tehran tentatively agreed to allow the U.N. International Atomic Energy Agency inspect the Parchin military complex southeast of Tehran. That's where the U.N. believes Iran ran explosive tests in 2003 needed to set off a nuclear charge. Tehran says Parchin is not a nuclear site.

Mann expressed cautious optimism about the still-unsigned deal but said it would have little bearing on Wednesday's talks. In Washington, White House spokesman Jay Carney lauded it as a positive step forward, "but we judge Iran by its actions, not by its promises."

The Iranian envoys entered the talks sorely wanting to lessen, or at least delay, an EU decision to cut all crude oil imports from Iran that are set to take effect July 1. The 27-nation EU accounts for just 18 percent of Iran's total oil exports.

Earlier this week, the U.S. Senate backed proposals for further sanctions on Iran, including requiring companies listed on U.S. stock exchanges to disclose any Iran-related business. U.S. and European measures already have targeted Iran's oil exports ? its chief revenue source ? and effectively blocked the country from international banking networks.

Oil fell to a seven-month low near $91 a barrel Wednesday on hopes of progress in the talks.

If the July 1 sanctions start as planned, Iran's Economy Minister Shamseddin Hossein predicted they will backfire, warning this week that Europe should expect a crude oil price of $160 a barrel should the embargo remain in place.

That puts a ticking clock on a negotiations process that, for all its bluffing and brinksmanship, may drag on "for several weeks, if not for several months," said Bruno Tertrais, senior research fellow at the Foundation for Strategic Research in Paris.

"There will be incentives to not rush toward any kind of deal," Tertrais said.
